Academy Commandant (Rudolph Willrich)
Head of Starfleet Academy, a Bolian. He apparently approved the use of Red Squad by Leyton to sabotage Earth's power relays.

Lt. Manuele Atoa (Sidney Liufau)
A member of the crew of the USS Sutherland. He performed a Polynesian fire dance at Dax's party, after Dax got him a day off. The next day, he woke up behind the couch with Morn.
Lt. Barclay- "You Are Cordially Invited"
A crewmember on the Enterprise-D. O'Brien and Worf recalled Barclay and his holoprograms, which included one about the Three Musketeers.
Dr. Benbasset- "Image in the Sand"
A counselor on Starbase 235, who assured Nog his biosynthetic leg was working perfectly, and that the pain he felt was psychosomatic.
Captain Bennet- "It's Only a Paper Moon"
A Starfleet captain who was Admiral Ross' adjutant until she was put in charge of the 7th Tactical Wing. Admiral Ross appointed Sisko to replace her.
Rear Admiral Bennett (J. Patrick McCormack)- "Behind the Lines"
A Judge Advocate General who agreed to allow Julian Bashir to stay in Starfleet and keep his medical license, in exchange for Richard Bashir going to prison.
- "Doctor Bashir, I Presume"
Commander Erika Benteen (Susan Gibney)
A Starfleet commander, adjutant to Admiral Leyton; she aided in implementing and testing phaser sweeps to uncover Changelings. She was promoted to captain of the Lakota, and sent to intercept the Defiant on its way to Earth. When Leyton ordered her to use "any means necessary", however, she powered down the Lakota's weapons and allowed the Defiant to proceed to Earth, rather than destroy another Starfleet ship.
Brice- "Homefront"/"Paradise Lost"
A Starfleet soldier who, during a battle with the Klingons on Ajilon Prime, stayed behind with Burke to ensure that the rest of their platoon were able to retreat on a hopper.
Burke (Danny Goldring)- "Nor the Battle to the Strong"
A Starfleet colony security guard on Ajilon Prime. During a battle with the Klingons, he stayed behind to cover the retreat of the rest of his platoon, and was mortally wounded. Jake came upon him after having fled an attack, deserting Bashir. As Burke and Jake were talking, Burke died.
Captain (John Noah Hertzler)- "Nor the Battle to the Strong"
Of the Saratoga at Wolf 359, a Vulcan; killed when the ship was destroyed by the Borg. One of the wormhole aliens encountered by Sisko used his form. (Note: John Noah Hertzler is the stage name used at the time by J.G. Hertzler, who later played Martok.)
Chadwick (Michael Harney)- "Emissary" (Called Captain Storil in the novelization.)
A member of Starfleet Intelligence, O'Brien's contact on Farius Prime. He promised that O'Brien could go home after he found out the identity of the Orion Syndicate's Starfleet contact, but then extended the mission to building a case against Bilby. After O'Brien passed him the word on the coming assassination attempt on the Klingon Ambassador, rather than let Bilby be killed by the Klingons, he punched Chadwick out and went to warn Bilby. However, Chadwick didn't put it in his report.
Lt. Chandler (Samantha Mudd)- "Honor Among Thieves"
A security officer, part of Sloan's team in the holoprogram he subjected Bashir to. She may or may not have been an actual person.
Admiral Chekote (Bruce Gray)- "Inquisition"
Ordered Sisko to evacuate DS9 when the Circle was coming to take over the station.
Ensign Pavel Chekov (Walter Koenig)- "The Circle"
Navigator on the original Enterprise. Odo watched as Chekov and Uhura encountered tribbles for the first time at the bar on K7; later, Odo, O'Brien, Worf, and Bashir were present when Scott prevented Chekov from brawling with the Klingons, then started a brawl himself. O'Brien stood next to Chekov as Kirk questioned the offending officers later.
Admiral Coburn (Bart McCarthy)- "Trials and Tribble-ations"; Chekov appeared in footage from the TOS episode "The Trouble with Tribbles"
A member of Starfleet Command, to whom Sisko presented his plan to retake DS9. He was concerned that it might leave Earth vulnerable.
Chief Dorian Collins (Ashley Brianne McDonogh)- "Favor the Bold"
A Red Squad cadet on the USS Valiant when it was caught behind enemy lines during a training cruise. She was an acting chief petty officer at the time that the Valiant rescued Nog and Jake. Dorian, a native of Tycho City on Earth's moon, became homesick while talking to Jake, who was later ordered by Watters to stay away from her. In the Valiant's disastrous attempt to destroy the Dominion battleship, she and Nog were the only bridge crew officers to survive and escape. They were picked up by the Defiant; Dorian later insisted on believing in Watters' heroism.
Admiral Colti- "Valiant"
A female Starfleet admiral, one of the dignitaries expected at the signing ceremony for Bajor's inclusion in the Federation. Odo and Worf argued about placing her, Admiral Veta, and Captain Rifkin in equal quarters; Colti outranks Veta.
Conn Officer (Cassandra Byram)- "Rapture"
On the bridge of the Saratoga when it was destroyed. One of the wormhole aliens encountered by Sisko took her form.
Dr. Cox- "Emissary" (Called Ensign Delaney in the novelization.)
A male Starfleet counselor who had been treating Dukat.
Dr. Beverly Crusher- "Waltz"
Chief medical officer on the Enterprise-D. While posing as Will Riker, Tom Riker claimed that she had ordered him to take some leave.
Captain Lisa Cusak (voice of Debra Wilson)- "Defiant"
Captain of the USS Olympia, which was returning from an 8-year exploratory mission in the Beta Quadrant when it crashed on an L-class planet in the Rutharian sector. She was the only survivor, marooned with a limited supply of triox, when her distress call was finally answered by the Defiant. The Defiant officers talked to her to keep her company as they went to the rescue, confiding some of their private thoughts and fears. In return, among other things, Lisa revealed that she had dated an Andorian civilian when she was a junior officer, and she had two sisters who both became teachers. When the Defiant crew finally arrived, they discovered that due to a time anomaly, they had been talking to Lisa three years after she had died of carbon dioxide poisoning on the planet, at age 51. They brought her body back to DS9 and gave her an Irish wake.
Daneeka- "The Sound of Her Voice"
An officer who served on the Okinawa with Sisko. He, Moodus, McWatt, Orr, and Snowdon were among the Okinawa officers reassigned by Leyton into key positions.
Captain Diego- "Paradise Lost"
Captain of a ship in the task force sent to retake DS9.
Lt. Douglas- "Sacrifice of Angels"
An official, Weldon's immediate supervisor, who Weldon kept trying to palm Bashir off on.
Admiral "Droner" Drazman- "When It Rains..."
Commander of the Proxima maintenance yards. He invited the DS9 senior staff to a dinner. Kira, O'Brien, and Odo declined; Sisko, Dax, and Bashir accepted, and were beaming down when they disappeared.

An agent from the Department of Temporal Investigations, sent with Lucsly to question Sisko about the incident in which the Defiant time-traveled to stardate 4523.7.
Engineer (Charles S. Chun)- "Trials and Tribble-ations"
On the original Enterprise; he found O'Brien and Bashir "repairing" a conduit. Bashir convinced him he was studying work-related stress, from which O'Brien was supposedly suffering.
Ensign (Jeb Brown)- "Trials and Tribble-ations"
A Starfleet ensign on Ajilon Prime. During a battle with the Klingons, out of desperation and despite having excelled in Academy battle simulations, he shot himself in the foot with a phaser. He then had to face his own shame, and the prospect of court martial.
Captain Entebe- "Nor the Battle to the Strong"
Captain of the Ulysses.
Erib- "The Adversary"
An Andorian friend of Bashir's at Starfleet Medical Academy. Both were at a New Year's Eve party in 2367, which Elizabeth Lense also attended. A friend of hers pointed Bashir out, but Lense mistook Erib for Bashir.

Commander Karen Farris (Courtney Peldon)
A Red Squad cadet on the USS Valiant when it was caught behind enemy lines during a training cruise. She was field-commissioned and promoted by Watters after the death of Captain Ramirez. Farris was killed along with most of the Valiant's crew when it tried to take down a Dominion battleship.
Federation Male (Todd Feder)- "Valiant"
A man who greeted Dax on the Promenade.
Female Guard (Elle Alexander)- "Babel"
Killed defending the evacuating medics on Ajilon Prime.
Ensign Brinner Finok- "Nor the Battle to the Strong"
A man Ezri was interested in, on the Destiny. After her joining, she decided they were no longer right for each other, due to the fact that he reminded her of Audrid's son Gran.
First Officer (Michael Jace)- "Prodigal Daughter"
Of the Odyssey, killed in its destruction.
Dr. Frame- "The Jem'Hadar"
CMO on the Bellerophon.
Freeman (Paul Baxley)- "Inter Arma Enim Silent Leges"
An officer on the original Enterprise, who was drinking in the bar on K7 with Scott and Chekov just prior to the bar fight. O'Brien mistook him for Kirk.
Vice Admiral Fujisaki- "Trials and Tribble-ations"; Freeman appeared in footage from the TOS episode "The Trouble with Tribbles" (note: he was supposed to be an ensign in the original episode, but in "Trials" Bashir noted that he was wearing lieutenant's stripes.)
Deputy chief of Starfleet Intelligence, who died in 2374, apparently of food poisoning. Sloan told Bashir that Section 31 believed Koval was involved.

First officer of the USS Olympia, killed when it crashed on a planet in the Rutharian sector.

Leader of a Starfleet relief force sent to DS9.
Head Officer (Dylan Chalfy)- "The Way of the Warrior"
A Starfleet security guard who arrested Joseph Sisko when he refused to be bloodscreened.
Hendriks- "Homefront"
A Starfleet colony security guard who ran away during a battle with the Klingons on Ajilon Prime.
Hickam (Joe Reynolds)- "Nor the Battle to the Strong"
A crewmember on the Bellerophon.
Commander Hilliard (Scott Burkholder)- "Inter Arma Enim Silent Leges"
Lt. Douglas' superior, who Bashir finally was able to get in touch with when trying to get Odo's file from Starfleet Medical. Hilliard was unhelpful, to say the least, using Bashir's lack of Sigma-9 clearance as an excuse not to help him, until contacted by Sisko, who had that clearance.
Chief Maggie Hubble (April Grace)- "When It Rains..."
The officer on duty in the Enterprise-D transporter room when O'Brien beamed down from it for the last time.

Commander Calvin Hudson (Bernie Casey)
An old friend of Sisko and Dax, the official attache to the Federation colonies in the Demilitarized Zone. Hudson had lost his wife Gretchen fairly recently; they had no children. He came to DS9 to discuss with Sisko the risk to the treaty with the Cardassians -- a treaty Hudson disagreed strongly with -- after the destruction of the Bok'Nor. When Sisko and company found the Maquis hideout in the Badlands, they were shocked to see Hudson there. Sisko tried and failed to get Hudson to rejoin Starfleet. Hudson later led the Maquis attack on the Cardassian weapon depot in the Bryma system, which was foiled by the DS9 officers. Sisko refused Gul Dukat's urging to kill Hudson.

According to Eddington, Hudson was eventually killed in a skirmish with the Cardassians.

A crewmember on the Bellerophon.
Lt. Kagan (Benjamin Brown)- "Inter Arma Enim Silent Leges"
A security officer who, in the holosimulation Sloan subjected Bashir to, was a member of Sloan's team. He said he had been with the Seventh Fleet when it was largely wiped out. Kagan may or may not have been a real person.
Kellin (Bill Mumy)- "Inquisition"
A Starfleet engineer on AR-558, whom Ezri aided with the communications array, and in revealing the Houdinis. In the battle with the Jem'Hadar, he shot a Jem'Hadar who was about to kill Ezri, then was killed himself.
Captain Keogh (Alan Oppenheimer)- "The Siege of AR-558"
The captain of the Odyssey. He and Dax were acquaintances; each called the other "insufferably arrogant". Keogh took charge of the mission to the Gamma Quadrant to rescue Sisko from the Jem'Hadar. He was killed with his crew when the Odyssey was destroyed.

Captain James T. Kirk (William Shatner)
A legendary Starfleet hero, captain of the original Enterprise. In one incident, he exposed a Klingon spy, Arne Darvin, when he noted that tribbles reacted to Darvin the same way they did to Klingons. 105 years later, Darvin sought revenge on Kirk by traveling back to that time on the Defiant, and planting a bomb inside a tribble. The DS9 officers foiled the plot, and Sisko also managed to meet Kirk personally for a moment.

Among Kirk's exploits was an accidental visit to the mirror universe in 2267. While there, he influenced the mirror Spock to reform the Empire, which was subsequently conquered by the Alliance.

Science officer on the Livingston when Dax and Sisko served on it. An incident they both recalled involved him and 8 helpings of Andorian redbat.
Geordi La Forge- "Invasive Procedures"
Chief engineer on the Enterprise-D. O'Brien recalled a version of Geordi in one of Lt. Barclay's holoprograms.
Captain Laporin- "Image in the Sand"
A Benzenite with whom Sisko went through the Academy; killed by a Klingon, who later bragged about it at the initiation ceremony for the Order of the Bat'leth.
Lt. Nadia Larkin (Annette Helde)- "Apocalypse Rising"
A Starfleet soldier on AR-558, left in command after the deaths of Captain Loomis and Commander Parker, until Sisko took charge. She was killed by Jem'Hadar while on a scouting mission with Nog and Reese.
Dr. Elizabeth Lense (Bari Hochwald)- "The Siege of AR-558"
Bashir's chief rival at Starfleet Medical Academy; she ended up valedictorian while he was salutatorian, and got an assignment as chief medical officer on the Lexington. They had never actually met. Bashir was in a state over her visit, but it turned out Lense had thought he was an Andorian (having seen him pointed out at a party while he was with one). She also admitted that she wished she had taken the assignment to DS9 instead, and complimented his work. They wound up friends.

Admiral Leyton (Robert Foxworth)
Sisko's former C.O. on the Okinawa; he was the one who recommended Sisko for the command of DS9. After the bombing of the Antwerp Conference in 2372, Leyton appointed Sisko acting head of Starfleet security on Earth. Together they convinced President Jaresh-Inyo to institute security measures against Changeling infiltrators. At one point Odo exposed a Changeling who was impersonating Leyton. It turned out that the wormhole's mysterious activity, and the sabotage of Earth's power relays, were engineered by Leyton, who was plotting to oust Jaresh-Inyo and take over Earth to fortify it against the Dominion. He framed Sisko as a Changeling impostor, and ordered Benteen to stop the Defiant from reaching Earth, but when Benteen turned against him, Sisko convinced him to resign.
Lieutenant (Megan Butler)- "Homefront"/"Paradise Lost"
The officer in charge of the Enterprise-D bridge when O'Brien left the ship.
Dr. Karen Loews (Jeannetta Arnette)- "Emissary"
A counselor at "the Institute" who had been working with Jack, Lauren, Patrick, and Sarina. She brought them to DS9 to meet Bashir, in hopes that they would respond to him as an example of a genetically engineered person living productively in society.

She was Sarina's legal guardian, who gave her consent for the operation to stimulate the growth of new synapses.
Captain Loomis- "Chrysalis" (Dr. Loews did not appear)
Commander of the troops on AR-558, who had been killed ten days before the Defiant's arrival.
Al Lorenzo- "The Siege of AR-558"
Chief of operations on Decos Prime. He likes to collect holophotos of himself sitting behind desks of famous captains. Usually he sneaks into their offices, but since he couldn't get away, Nog let him borrow Sisko's desk -- actually sending the desk to Lorenzo. Lorenzo's collection includes holos of himself at the desks of Capts. DeSoto and Picard. In exchange, he gave Nog an induction modulator.
Lucsly (James W. Jansen)- "Treachery, Faith and the Great River"

Male Guard (Greg "Christopher" Smith)- "Trials and Tribble-ations"
Killed defending the evacuating medics on Ajilon Prime.
Lt. McConnell- "Nor the Battle to the Strong"
A member of the crew of the Honshu. With Dukat, he found Sisko injured, but he himself was killed by shrapnel as he and Dukat were taking Sisko to an escape shuttle.
Captain McCoullough- "Waltz"
Author of the revised first contact procedures.
Dr. Leonard McCoy (DeForest Kelley)- "Move Along Home"
Chief medical officer on the original Enterprise. Dax said that she had met McCoy when he was a student at Old Miss, and she was Emony Dax; she implied that they had had a fling.
McGreevey- "Trials and Tribble-ations"; McCoy appeared in footage from the TOS episode "The Trouble with Tribbles"
A Starfleet soldier on AR-558 who had been killed recently. Vargas described how McGreevey, whom Vargas hated for his talkativeness, was ripping up his uniform to make a bandage for Vargas' arm wound when he was killed by the Jem'Hadar. Vargas refused to let the bandage be changed until after he told Bashir about McGreevey.

Admiral Mitsuya
The best poker player in Starfleet, next to Dax, or so Dax said. He was diverting the Crockett to DS9, ostensibly to discuss Cardassian foreign policy with Sisko, but actually to clean Sisko out again.

Vice Admiral Alynna Necheyev (Natalija Nogulich)
A Starfleet admiral in charge of Federation interests along the Cardassian border. She ordered Sisko to establish a dialogue with the Maquis.

She appeared in the Founders' simulated reality, in which she engineered a highly suspicious treaty with the Dominion.
Admiral Ngomo- "The Search, Part II"
On Earth. She offered to beam up to the Defiant to aid in the search for its missing officers, but Kira refused to let anyone use the transporter.
Operative (Tom Holleron)- "Past Tense, Part I"
A Section 31 agent who appeared and fired on Bashir and O'Brien when they were inside Sloan's mind.
Ops Officer (Lily Mariye)- "Extreme Measures"
An officer on the Saratoga's bridge at Wolf 359; killed when the ship was fired on by the Borg. One of the wormhole aliens used her image to speak to Sisko.

Commander Parker- "Nor the Battle to the Strong"
Second-in-command of the troops on AR-558, who had been killed ten days before the Defiant's arrival.
Parton (Scott Hamm)- "The Siege of AR-558"
A Red Squad cadet on the USS Valiant, who was apparently in charge of engineering until Nog became chief engineer.
Captain Jean-Luc Picard (Patrick Stewart)- "Valiant"
Captain of the Enterprise-D. He was once "assimilated" by the Borg, and, as Locutus, was their spokesman during the massacre at Wolf 359 in which the Saratoga was destroyed and Jennifer Sisko killed. Three years later, Picard came to DS9 to brief Sisko on his new command. Sisko was bitter toward Picard, until after his experience with the wormhole's inhabitants, one of whom took Picard's image.
Lieutenant Piersall (Mark Erickson)- "Emissary"
An officer on the Prometheus, who oversaw Seyetik's project to reignite Epsilon 119.
Captain Ramirez- "Second Sight"
While on Starbase 63, Dax played Tongo with him. Worf later chided her for mocking Ramirez and letting him up the stakes to a no-limit game, before finding out the hard way that Ramirez is a three-time Tongo champion.
- "The Darkness and the Light"
This may very well be the same Captain Ramirez who was commanding the USS Valiant on a training cruise for Red Squad when it was caught behind enemy lines, just after the beginning of the Federation/Dominion war, and encountered a Cardassian warship at El-Gatark. Ramirez was mortally injured in the fight, and gave Cadet Tim Watters a field commission as acting captain before dying the next day.
Captain Raymer- "Valiant"
Of the Destiny; a woman.
Captain Raymond- "Afterimage"
Commander of the Tecumseh, "one of the best there is", according to Bashir. He had seen the ship through the Cardassian wars.
Reese (Patrick Kilpatrick)- "Nor the Battle to the Strong"
A Starfleet soldier on AR-558, who wore a necklace of Ketracel-white tubes that he had taken off Jem'Hadar he had killed. He survived the final battle, and left with the Defiant.
Captain Reynolds- "The Siege of AR-558"
Captain of a ship in the task force sent to retake DS9. (Could very well have been Captain Charlie Reynolds of the USS Centaur.)
Captain Charlie Reynolds- "Sacrifice of Angels"
Captain of the USS Centaur, an acquaintance of Sisko's. His ship attacked the Jem'Hadar ship carrying Sisko and crew on a special mission.

Commander William Riker
First officer of the Enterprise-D. Tom Riker is a transporter-created double of him, and used his identity to get aboard the Defiant.
Admiral Rollman (Susan Bay)- "Defiant"
An admiral stationed at Starbase 401. Kira complained to her about Sisko once; a year later, Rollman ordered the O'Brien replicant back to DS9.

Captain Sanders (Eric Pierpoint)
Captain of the Malinche. He was ordered to bring Eddington in after Sisko's failure to do so; but was foiled when Maquis raiders ambushed his ship.
Chief Engineer Montgomery Scott (James Doohan)- "For the Uniform"
Chief engineer on the original Enterprise, a.k.a. Scotty. O'Brien, Bashir, Odo, and Worf were present in the bar when Scott took the first swing that started the bar fight.
Second Officer (Sandra Grando)- "Trials and Tribble-ations"; Scott appeared in footage from the TOS episode "The Trouble with Tribbles"
An officer on the Odyssey, killed in its destruction.
Security Chief (Bobby C. King)- "The Jem'Hadar"
A Starfleet officer; he was being bloodtested by another security officer when Odo attacked and subdued them both to bust Sisko out of a holding cell.
Security Officer (Mina Badie)- "Paradise Lost"
A member of Starfleet; she brought a cart into the area where Sisko was being held. The cart was carrying Odo, who shifted to humanoid form and gave her a Vulcan neckpinch.
Captain Shelby- "Paradise Lost"
Of the Sutherland; gave Lt. Atoa a day off as repayment for one of several favors owed to Dax.
Riley Aldrin Shepard (David Drew Gallagher)- "You Are Cordially Invited"
A Starfleet cadet and member of Red Squad; his specialty was tactical operations. He was in his 3rd year when he led the covert operation of Red Squad to sabotage Earth's power relays, having been ordered to do so by Admiral Leyton. Under the guise of berating Shepard for "sloppy" work, Sisko got the story from him. Nog was afterwards unable to find Shepard.

Shepard was a member of the Valiant's cadet crew, as helm officer; Watters had made him a lieutenant. He arrested Jake after Jake voiced his objections to Watters' plan. He was later killed along with most of the others, by the Dominion ship that they mistakenly took on.
Admiral Sitak (Ericka Klein)- "Valiant"
A Vulcan member of Starfleet Command, who was skeptical of Sisko's plan to retake DS9.
- "Favor the Bold"
Luther Sloan (William Sadler)
The head of Section 31. In what turned out to be a holographic scenario, he came to DS9, ostensibly to investigate an alleged security breach, and claiming to be a Deputy Director of Starfleet Internal Affairs. Sloan's inquiries centered on Bashir, whom he eventually accused of passing information to the Dominion. According to him, Bashir had been "broken" during his Dominion imprisonment and was suppressing his memories of what he was doing. When Bashir realized that the experience he was having was not real, Sloan discontinued the holoprogram and explained that he had been keeping Bashir under observation. He then tried and failed to recruit him into Section 31. There is no record of a Deputy Director Sloan anywhere in Starfleet. Sloan gave Bashir his first assignment for Section 31, to assess the Romulan leadership at a conference. Bashir came to believe that Sloan planned to assassinate Chairman Koval of the Tal Shiar, and turned to Cretak for help. It turned out that Sloan had actually worked with Admiral Ross to use Bashir to set Cretak up, removing a potential threat to the Federation.

When Sloan returned to DS9 in response to Bashir's claim that he had engineered a cure for the Founders' disease, Bashir captured him, planning to use a Romulan memory scanner. Rather than reveal the cure, Sloan triggered a suicide device in his brain. Bashir and O'Brien went inside Sloan's mind and eventually found the cure there. Sloan died at the end of the procedure. (It was revealed that he had a wife named Jessica; we also saw a son, daughter, parents, a brother, and a sister.)

Captain Solok (Gregory Wagrowski)
A Vulcan, captain of the starship T'Kumbra, an old classmate and rival of Sisko's. He is a believer in the natural superiority of Vulcans to humans. After humiliating Sisko in a wrestling match in their Academy days, Solok took every opportunity to remind Sisko of it, using the wrestling match as an example in several papers on Vulcan/human comparative profiles. In 2375, Solok came to DS9 with a special baseball holosuite program and was challenged by Sisko to a game: the DS9 officers against Solok's crew. The Niners lost, but Solok was confounded by their cheerful attitude afterward.

Sisko and Dax both took her class at Starfleet Academy in Moral and Ethical Issues of Command. She was a proponent of maintaining emotional distance from those under one's command.

First Officer Spock (Leonard Nimoy)
A Vulcan/human, First Officer on the original Enterprise. Seeing him with Kirk, Dax declared that he was "even more handsome in person".

A Starfleet soldier, hit in the leg during a battle with the Klingons on Ajilon Prime.
Captain Quentin Swofford- "Nor the Battle to the Strong"
Captain of the USS Cortez, which was destroyed with no survivors in the Dominion war in 2374. He was a good friend of Sisko, who had introduced Swofford to the woman who would become Swofford's wife.
Tactical Officer (Stephen Davies)- "Far Beyond the Stars"
A Bolian, on the Saratoga's bridge at Wolf 359. He survived, and helped Sisko rescue Jake from the ship. One of the wormhole aliens used his image to speak to Sisko.
Maria Tatalia- "Emissary" (Called Lt. Hranok in the novelization.)
A friend of a friend of Dax's, wounded in action in the Federation/Dominion war.
Admiral T'Lara (Deborah Strang)- "In the Pale Moonlight"
A Vulcan Starfleet admiral who presided at Worf's extradition hearing.
Vice Admiral Toddman (Leon Russom)- "Rules of Engagement"
A Starfleet admiral who briefed the DS9 officers on the Romulan and Cardassian governments' reactions to the rogue fleet's mission, and ordered Sisko not to follow it. Anticipating that Sisko would disobey, he ordered Eddington to sabotage the Defiant's cloaking device so that Sisko would be forced to return home, but this plan failed. Afterward, Toddman told Sisko he wouldn't file charges, but threatened to either court-martial him or promote him if it happened again.
Lt. Uhura (Nichelle Nichols)- "The Die is Cast"
Communications officer on the original Enterprise. Odo watched as she and Chekov encountered tribbles at the bar on K7.
Vargas (Raymond Cruz)- "Trials and Tribble-ations"; Uhura appeared in footage from the TOS episodes "The Trouble with Tribbles" and "Mirror, Mirror"
A Starfleet soldier on AR-558, who was angry at having been stuck there for five months. He was finally killed in a battle with the Jem'Hadar.

Lieutenant Watley (Deirdre L. Imershein)
On the original Enterprise. She met O'Brien and Bashir twice on the turbolift, and flirted with Bashir. Hearing her name, Bashir wondered if she was his great-grandmother, who had the same name and was in Starfleet; since no one ever met his great-grandfather, he also wondered if he had been predestined to travel back in time and become his own ancestor. Apparently this was not the case, since Bashir never did get together with her, yet he continued to exist.

Captain Tim Watters (Paul Popowich)
A Red Squad cadet who was on a training cruise on the USS Valiant when it was attacked by a Cardassian ship just after the beginning of the Federation/Dominion war. Watters was given a battlefield commission and command of the ship by the dying Captain Ramirez. For eight months the Valiant crew tried to carry out Ramirez' mission to gather technical data on a Dominion battleship, but were unable to do so until after they had rescued Nog and Jake from a Jem'Hadar ship, and Watters made Nog his chief engineer. Upon finally obtaining the data, however, Watters (who was apparently addicted to cordafin stimulants) decided to try to destroy the battleship. The attempt proved disastrous; Watters was among the bridge officers who were killed when the Dominion ship fired.
Ensign Weldon (Colby French)- "Valiant"
A peon who gave Bashir the runaround when he requested Odo's file from Starfleet Medical.
Admiral Charles Whatley (Ernest Perry, Jr.)- "When It Rains..."
An acquaintance of Sisko's; Sisko addressed him as Charlie at one point. Whatley came to DS9 to preside at the signing ceremony for Bajor's inclusion in the Federation. He was skeptical of Sisko's visions, but astounded when Sisko reassured him about his troubles with his son Kevin, which Whatley wasn't aware Sisko knew about. After the Bajoran Chamber of Ministers voted to delay Federation membership, Whatley expressed disappointment but accepted it.
Wheeler (Cynthia Graham)- "Rapture"
A crewmember on the Bellerophon.
Chief Edgar Willoughby- "Inter Arma Enim Silent Leges"
Sector quartermaster for the Bajoran sector. He has a wife named Cynthia and two children (Melissa, 8, and Edgar Jr., 5). Nog befriended Willoughby, who told Nog about the Sentinel's extra graviton stabilizer.
Captain Leslie Wong- "Treachery, Faith and the Great River"
Of the USS Cairo; she had been an instructor at Starfleet Academy when Jadzia Dax was a sophomore there. She was lost along with her ship in the Romulan Neutral Zone during the Federation/Dominion war.
Admiral Wright- "In the Pale Moonlight"
An admiral stationed on Earth.

Dr. Louis Zimmerman (Robert Picardo)
Director of Holographic Imaging and Programming at the Jupiter Research Station, and creator of the Emergency Medical Hologram, which he patterned after himself. He was creating a Longterm Medical Hologram, for which Bashir had been chosen as the template. Zimmerman came to DS9 to create a psychological profile of Bashir and work with O'Brien on the prototype. Against Bashir's wishes, he asked his (Bashir's) parents to the station to be interviewed. After they let slip the secret of Julian's genetic enhancement to the prototype LMH, Zimmerman was going to put it in his report. Zimmerman also became interested in Leeta, and was about to take her back to Jupiter station with him, but she chose to stay at the last minute.
