Singh al-Bashir
A 15th-century poet, an ancestor of Bashir's. Jack called him a plagiarist.

A great Earth playwright of the late 23rd century or before, mentioned by Bashir.
B.C. (Frank Military)- "The Die is Cast"
A "ghost" encountered by Sisko and Bashir in 2024 San Francisco, who later attacked Bashir for his ration card and stabbed Gabriel Bell to death when he intervened. B.C. was among the hostage-takers in the processing center. Sisko had a hard time protecting the hostages from B.C.'s temper. B.C., whose real name was Biddle Coleridge, was shot and killed by the SWAT team who stormed the building.
Gabriel Bell (John Lendale Bennett)- "Past Tense, Parts I and II"
A resident of San Francisco's Sanctuary District A in 2024. During the riots, he was among the hostage-takers, and was killed before it was learned that he had actually protected the hostages. His death set in motion a series of reforms that made the Federation possible. When Sisko, Bashir and Dax accidentally went back to that period, Bell aided Sisko and Bashir in a fight with ghosts and was killed for his trouble, before the riots; this created a timeline in which the Federation never happened. Sisko restored the original timeline by taking Bell's identity.

Bell Riots- "Little Green Men"
A famous civil disturbance that occurred in the first week of September, 2024. The residents of San Francisco's Sanctuary District A took it over and held six hostages in the processing center until it was stormed by government troops on the rumor that the hostages had been killed. The riots were named for Gabriel Bell (see above).
Harmon "Buck" Bokai (Keone Young)- "Past Tense, Parts I and II"
A shortstop for the London Kings (his rookie year was 2015), who broke DiMaggio's consecutive hitting record in 2026. He later switched to third base, and hit the winning home run in the last World Series in 2042. Sisko has a holoprogram featuring him. An alien used Bokai's image to learn about human imagination.

Chris Brynner (Jim Metzler)- "Past Tense, Part I"
In 2024 Earth, the head of Brynner Information Systems. He found Dax and helped her get ID and locate Sisko and Bashir. Chris balked at helping the Sanctuary residents log onto Interface and tell their stories, but then decided he might lose his license but he would get great ratings.

Bernardo Calvera (Al Rodrigo)- "Past Tense, Part I"
A security guard in 2024 San Francisco's Sanctuary District A, Vin's partner. He and Vin found Sisko and Bashir on the street. Later, Sisko and Bashir saved him from being beaten up during the start of the riots and brought him to the processing center, where he became one of the hostages.

Professor Jeff Carlson (Conor O'Farrell)
In 1947 America, fiance of Nurse Faith Garland. He was called in to investigate the aliens found in a crashed spaceship in Roswell, New Mexico; the aliens were Quark, Rom, and Nog. Carlson and Nurse Garland ended up helping them escape.

In Sisko's visions of 1950's Earth, Benny Russell's girlfriend, who worked at a diner. She tried to persuade him to share her dream of owning the diner, but she also supported and encouraged him while he was writing his Deep Space Nine stories.

Governor Chen- "Past Tense, Part II"
Governor of California in 2024. Through Det. Preston, he offered to reduce the charges against the Sanctuary District residents who had taken hostages. He later had troops storm the building on the rumors that the hostages had been killed.

A great Earth playwright of the 23rd century or before, mentioned by Bashir.
The Cliff- "The Die is Cast"
A hotel in San Francisco in 2024. Brynner had his secretary book a room there for Dax.
"Deep Space Nine"- "Past Tense, Part I"
In Sisko's visions of 1950's Earth, the title of a story Benny Russell wrote, inspired by Roy Ritterhouse's drawing of a space station (which resembled DS9 as we know it). The story's protagonist was Benjamin Sisko, a black captain. Benny went on to write six sequels, though his editor at first refused to print the first one until Benny made the story a "dream". However, the issue of Incredible Tales in which "Deep Space Nine" finally debuted was pulped by the publisher.

An American military leader in 1947 who headed the team investigating Quark, Rom, and Nog when they went through a time warp to Roswell, New Mexico. Quark tried to make a deal with him to sell future technology to the U.S.

In Sisko's visions of 1950's Earth, a writer on the staff of Incredible Tales, who specialized in fantasy. (The last name Eaton is according to the script; the novelization calls him Julius Bass. Also, according to both the script and the novelization, he and Kay were a husband-and-wife writing team.)
Kay Eaton (Nana Visitor)- "Far Beyond the Stars"
In Sisko's visions of 1950's Earth, a science fiction writer on the staff of Incredible Tales magazine, whose gender Pabst endeavored to conceal from the reading audience. She wrote under the pseudonym K.C. Hunter. (See Julius Eaton, above.)

A guest at Brynner's party, who said she had had to cancel her trip to the Alps because of student protests.

In 1947 New Mexico, a member of the team of people investigating the aliens found in a crashed ship in Roswell. She was sympathetic to Quark, Rom, and Nog, and dreamed of humanity someday "exploring new worlds and new civilizations". With her fiance, Prof. Carlson, she ended up helping the aliens escape.

A "dim" in San Francisco's Sanctuary District A in 2024, who made off with Dax's commbadge. She got it back from him by convincing him she was a good alien, sent to protect the Earth from the bad aliens who wanted to suck out his brains.

A guest at Brynner's party, who talked about a sea floor mining project.
Willie Mays- "Past Tense, Part I"
A famous baseball player. A mint-condition 1951 Willie Mays rookie card was among the items found by the Bajorans in a derelict freighter, and later auctioned off. Jake, who hoped to give it to his father, was outbid for the card by Dr. Giger, who agreed to trade it for certain equipment. While being detained by Weyoun, Jake spun a story that Willie Mays was a time traveler, and he needed the card to track him down and "stop him". Weyoun disbelieved the story, but let him have the card.

An ancestor of O'Brien's, who led the Pennsylvania coal miners during the Anthracite Strike of 1902. Two weeks before the strike ended, his body was fished out of the Allegheny River, with 32 bullets in it (or was it 34?).

As Benny was being taken to the hospital after his breakdown, the preacher told him that he (Benny) was "the dreamer and the dream".

A police officer in San Francisco in 2024, who communicated with the Sanctuary District residents holding six hostages at the processing center. She finally followed the governor's orders to storm the building.

Benny Russell (Avery Brooks)
In Sisko's visions of 1950's Earth, the persona Sisko saw himself in: that of a struggling black writer working for the science fiction magazine Incredible Tales. Benny had been writing for 15 years, beginning in the Navy. Inspired by a drawing of a space station, he wrote a story titled "Deep Space Nine", which had as its protagonist Benjamin Sisko, captain of that space station, who happened to be black. This caused the editor, Pabst, to refuse to print the story until Benny decided to make the story a dream. After being beaten by police for protesting the shooting death of his friend Jimmy, Benny learned that the entire run of the issue in which his story was printed had been pulped. He suffered an apparent nervous breakdown; however, Benny's belief that his idea could never be killed inspired Sisko to stay where he was and continue the fight against the Dominion. Sisko wondered if he himself, and the entire scenario of Deep Space Nine, might not be merely a dream in progress within the mind of Benny Russell.

Walled-off areas that appeared in every major US city by the early 2020's. Their purpose was to shelter, feed, and provide job placement for the homeless, but in reality they were overcrowded slums. Sanctuary District A in San Francisco was the site of the Bell Riots.

Vin (Dick Miller)- "Far Beyond the Stars"
A security guard at Sanctuary District A in San Francisco in 2024. He and his partner Bernardo found Sisko and Bashir on the street and took them to the District. When the Bell Riots started, Vin tried to take the hostage-takers into custody but wound up a hostage himself. However, after the building was stormed, Vin was shocked at the carnage and promised Sisko and Bashir he would put their ration cards on a couple of corpses, and tell the truth about what happened.
Captain Wainwright (James G. MacDonald)- "Past Tense, Parts I and II"
An Army captain in America in 1947, who conducted an interrogation of Quark, Nog, and Rom, threatening to vivisect them.
Danny Webb (Richard Lee Jackson)- "Little Green Men"
Michael Webb's teenage son, who was beaten up by "ghosts" for his ration card. Bashir treated his injuries. He joined his father in the processing center during the riots, but went home before the building was stormed.

Daughter of Michael Webb. He told Danny to give her a kiss for him.
Michael Webb (Bill Smitrovich)- "Past Tense, Part II"
A resident of San Francisco's Sanctuary District A in 2024, a "gimme", whom Bashir and Sisko encountered trying to care for his injured son Danny. He tried to get their help in organizing a peaceful demonstration; they refused at first, but later agreed. Webb joined Sisko, Bashir, and B.C. as they held the hostages. Webb, who had been a plant manager at ChemTech Industries, acted as spokesman for the Sanctuary District residents on the Interface. He was shot and killed by the SWAT team that stormed the processing center.
